Evidence-based management of crisis problems. In no other area of international development is the empirical base as weak as in the area of disasters and humanitarian assistance management.  The CERTI approach stresses information as a development intervention that can enhance crisis prevention, mitigation and recovery.  Information needs for crisis prevention, mitigation and recovery management are identified, and CERTI is contributing to an interagency process to develop standards and tools for evaluating humanitarian and transition assistance). In addition, CERTI is developing Web and CDROM-based toolkits in support of field data collection, analysis and use for intervention planning by implementing agencies.
