Early Warning/Risk/Vulnerability Assessment and Response

A draft workbook was developed and presented at a workshop for USAID staff in Senegal in July 2000. On the basis of input from this workshop, Tulane engaged John Davies from the University of Maryland to provide a synthesis of existing methods and tools. We are not satisfied with this product but would like to meet with USAID to discuss the direction of the CVA activity. Our current thinking is to adapt the tool to stress emphasis on information required for response planning and also to emphasize the crosscutting nature of conflict vulnerability analysis. Core funds remain to complete this tool. We would like to field test the tool at least in Rwanda.

Conflict is an outcome of a variety of social and environmental processes. Thus, it is important to understand the causes and consequences of conflict and to development crosscutting strategies
