This manual has evolved out of the USAID-sponsored CERTI (Linking Complex Emergency Response and Transition) Initiative. As part of this Initiative, the Survey Resource Manual provides a framework for identifying and applying appropriate data collection strategies to a range of key sectors in post-conflict and transitional settings. Technical guidance for national-level monitoring of the process of transition is provided in the following areas: Demography and Health, Household Food and Livelihood Security, Psychosocial Health, and Democracy and Governance. It is envisioned that several audiences will find the Manual useful to their work, including local and international policymakers, program managers, evaluators, international donors and demographers involved in conflict-affected settings.
