The group reiterated the need for security as a precondition for any sustainable development.

The main conclusions reached are as follows;

It is not possible to have a general model for reintegration activities, as much depends on local conditions.

As such reintegration programme can only be as successful as the local economy is.  The better performance the economy has, the more chances for the programme to be successful.

 Invest reintegration resources in what can get the economy jump-started.  Identify lead economic sector, which can help in that.

Be market oriented and demand driven in designing the programme.

Importance of profiling to better target programmes.
