Country teams to provide brief overview of CE history, what has worked and not worked in preventing conflict, response, and transition programming, what are critical information gaps that affect the ability to plan effective interventions during each of these phases, what was the impact of foreign involvement at various points of crisis and transition (again, what worked and what did not work, what could have been done to improve the effectiveness and efficiency of foreign assistance), what are the constraints and opportunities presented by the post-conflict environment (where appropriate), and how have these been addressed, what are the key African capacity-building needs?

The working groups will identify priority threats to health and human security in their region, key organisational actors and their roles, constraints and opportunities for rapid transitions. They will identify intervention priorities and opportunities for intersectoral programming. They will identify measures of effectiveness and analysis and capacity building needs. They will outline potential collaboration between international agencies, NGO, public, private, military and civil groups.
