The CERTI program (Linking Complex Emergency Response and Transition Initiative) aims to prevent and mitigate conflict as well as to improve timely and appropriate response and transition (CPMR) support to populations affected by conflict. CERTI assists USAID and other international organizations in analyzing conflict causes, consequences and the effectiveness of programs to address conflict and complex emergencies; developing tools and training modules to assist implementing agencies in planning and evaluation in the context of conflict/complex emergencies, and disseminating best practices related to CPMR. CERTI has provided assistance to USAID field missions in transition strategy development and developing results frameworks for transition programs. CERTI analyses cover the thematic areas of human security, health and conflict, civil-military dynamics, psychosocial aspects of conflict/complex emergencies, early warning/risk assessment and monitoring and evaluation related to CPMR. CERTI tools include frameworks, manuals, information management software, electronic libraries and modular electronic training tools.
